As the title implies this was intended for K-Mart (perhaps a commercial), which ran a campaign called "blue light special" which started in in 1965, and was then retired in 1991. It was then brought back for a short time between 2001, and 2002, which would be the time frame "Mad About You" was a hit in the USA. 2001 would also be the last Hooverphonic had wide exposure in the USA. So it's safe to assume that this is the correct year this was produced.
